

Major companies shortlisted to construct the first phase of the much-anticipated project will shortly be vying to win the dream ticket to start work on the multi-million dinar project. They include consortiums from Bahrain, China, India, Egypt, Saudi Arabia and Europe and they will be involved in a closed tender process, open only to those who are specifically invited to bid.
Officials have revealed that a section of the Bahrain Metro Project will be operational in two years. Partnerships with both domestic and international commercial businesses would be necessary for the project. The Bahrain Metro Phase 1 Project would be developed by the Delhi Metro Rail Corporation (DMRC).
A number of major international companies have expressed interest in working on Bahrain’s ambitious metro project.These include firms specialised in mass rapid transit and construction activities from countries such as France, China and India. The GDN has secured the list prepared by the Tender Board of pre-qualified applicants for phase one of the project.
From Bahrain, three companies are on the list as part of consortia. They are Ahmed Mansoor Al A’ali, Almoayyed Contracting Group and GFH Financial Group. Indian companies making the grade are Larsen and Toubro Limited and Delhi Metro Rail Corporation Limited. Three Chinese companies have been listed. These include consortia such as the China Railway Group Limited, China Railway Construction Corporation International Limited and China Harbour Engineering Company Limited.The Chinese government supported and encouraged competent enterprises to take part in the economic and social development of Bahrain. Four companies are part of an European consortia that has bid for the metro project. Two French companies participating are Five Capital and Alstom Transport, while two Italian-based companies that have expressed interest are Hitachi Rail STS and WeBuild.
The Delhi Metro Rail Corporation (DMRC) has been selected for the pre-qualification tender process for an international consultancy project to construct the phase-1 project of Bahrain Metro. The Delhi Metro is bidding for this project, which involves the building of around a 30-km network with 20 stations. In view of this, the Delhi Metro signed a memorandum of understanding (MoU) with BEML Ltd. As a part of this MoU, the BEML will be responsible for manufacturing and supplying rolling stock and the Delhi Metro will provide expertise in the fields of project development, budgeting, and facilitating the development of contractual obligations for the Bahrain Metro Project. The Delhi Metro is actively exploring opportunities to bag international projects for the construction and operations of metros across the world.
Bahrain will launch a major tender for constructing a metro network in the first quarter of 2023. The bids will be invited after announcing the list of qualified consortiums to implement the project.
Delhi Metro Rail Corporation (DMRC) is understood to be bidding for consultancy for the project. The DMRC has bagged a clutch of assignments from international players and now the company intends to use its expertise as a sole consultant that is also engaged in the execution of metro projects.
No recent announcement has been made on this scheme.
Eleven companies have applied for the prequalification of Bahrain Metro Phase One, through which the ministry intends to prequalify suitably experienced and qualified companies with relevant expertise to design, build, finance, operate, maintain and transfer the project.

Client has awarded the enabling works design and advisory services contract for Phase 1 and Phase 1A of the Bahrain Metro public-private partnership project. Ireland’s ESB International Engineering & Facility Management has been awarded the $3.8 million contract and work has commenced on the project. The scope covers planning and designing the diversion of utilities conflicting with the metro, proposing new corridors for the diverted utilities, site preparation and road access.
RINA Consulting SPA announced that it has awarded the contract to provide Consultancy Services, Preliminary Design services for this project. Scope of Works include, providing of the Technical Consultancy for study the feasibility of extending Bahrain metro corridor from King Hamad Railway Station at Alramli area to the new sports City and the International Exhibition Centre at Sakhir area.
Client has invited pre-qualification bids from global and regional developers for the first phase of its ambitious 109-km-long metro system. Client announced it is looking to procure the project as an integrated public private partnership (PPP) through a two-stage global and competitively bid public tender process comprising Request for Qualification followed by the Request for Proposal. Client proposes to develop an efficient public transport service by the introducing a state-of-the-art Metro System which is fully automated, driverless and with modern technology following international standards. MTT plans to develop a 109-km long Metro System in 4 phases. Bahrain Metro Phase One Project is comprising of two lines with a total length of 29 kilometers and 20 stations. MTT is looking to procure the project as an integrated PPP to be procured through a two-stage process comprising of Pre-Qualification followed by the main tender. In the first stage, MTT intends to prequalify suitably experienced and qualified companies with relevant expertise to design, build, finance, operate, maintain and transfer the project. The Applicant must submit a detailed Application by the PQA Submission Deadline. Based on the MERs and other considerations, Pre-Qualified Applicants will be invited to participate in the next stage. The deadline for submitting the pre-qualification bids has been set at March 2, 2022.
Three bidders have submitted the proposals for the consultancy services to prepare Bahrain Metro Project corridor (Enabling work design for phase 1 and phase 1a) where the scope of work required includes planning and designing the utilities diversion. Canadian firm, SNC-Lavalin has submitted the lowest bid. The firm has submitted the price of BHD 595,650. Other bidders who submitted the proposals includes ESBI Engineering (BHD 1,574,475) and Mott MacDonald (BHD 1,648,500).
Client is ready to start the prequalification process for the contract to develop the first phase of this project. The project is expected to attract a variety of bids as major rail projects in the region come to a close. The metro will be developed using a public-private partnership (PPP) model. The minister announced the developer of the project will be compensated by the government based on the availability of the network during the operations period. As the first-ever metro scheme to be developed on a PPP basis, this decision will remove the ridership risk that could be a concern for any potential bidders.

Bids submission deadline for the feasibility of extending Bahrain metro corridor has been extended until 02 June 2021.
Client has invited bids to engage a technical consultant to study the feasibility of extending Bahrain metro corridor from King Hamad Railway Station at Alramli Area to the new sports City and the International Exhibition Centre at Sakhir area. The broad scope of work include evaluation of different alternative corridor, demand study and station allocation, concept and preliminary design of corridor and cost estimate of the project. Last date to submit bids is on May 19, 2021.
Client is expected to start the prequalification process for developers for the Bahrain Metro public-private partnership (PPP) project by the second quarter of 2021. The ministry conducted a market sounding event in early March 2021, which over 300 people from up to 100 companies attended. The ministry recently issued a questionnaire to obtain a feedback on the project as well as the market sounding event.
Client has released more details on the this public-private partnership (PPP) project. The elevated rail network will comprise 109 kilometres of line with four transit lines to be developed in phases. The first phase will have two lines with an estimated total length of 28.6km and 20 stations with two interchanges. The two lines aim to connect key transit points including the airport as well as major residential, commercial and educational areas in Bahrain. Other firms working on the scheme include law firm DLA Piper and French engineering firm Egis as legal and technical advisers. Tendering for the project will start later this year.
Client has launched the procurement process for the construction of the Bahrain Metro scheme on a public-private partnership (PPP) basis. The ministry is seeking to partner with international and regional industry players on a PPP basis and will host a global market virtual sounding forum during the first week of March 2021, to introduce the project and engage in dialogue with key players within the global construction industry. Tendering for the project will start later in 2021. Client has appointed a team of financial, technical and legal advisors led by KPMG to act as the lead transaction advisors.
It is undertsood that the latest plans for the proposed metro rail system, estimated to cost anything between $1 billion and $2bn, have been presented to councillors.
Client is set to issue an international tender for this project in the next 18 months.
Client has announced the bid results for the Consultancy Services of the Metro Project Phase One. Netherland’s firm KPMG has submitted the lowest bid. KPMG has submitted the bid price of BHD 1,612,525.00. Project scope of work involves transaction Advisory services which will include providing support to the Ministry in the preparation of documents, tender, evaluation and appointment of the preferred bidder. The estimated value of the Metro Project up to $2 billion and is likely to be built with private participation. The prices offered by the other bidding teams, led by the following consultants, are:

Client expects to appoint a transaction adviser over the next three months for the scheme. It is also evaluating all eight bids it received. However, it assigned a ‘suspended’ status to five of the eight submitted bids. It is understood that all bids will be evaluated as soon as the five teams submit the missing documents. The selected advisory team will review all previous studies, prepare the tender documents for the developer’s concession bid, and start the prequalification process for the developer.

A comprehensive study on the project has been completed following which a transaction adviser will be appointed to draw up invites for developers. The study has identified the need and what the network should be like, along with the routes of the network, the phase-wise development and the cost. This has been submitted to the ministerial segment for approval to move to the next phase, which is to appoint a construction adviser that will be a consortium of legal, technical and financial entities. An advisory consultant bids by June 2019 and by September 2019 a transaction adviser will be appointed. They will do the pre-qualification for the developer and also review the financial business case and develop the invite for developers.
Client has announced the launch of tenders for the appointment of a transaction advisor and consultancy services firm for Phase One of the scheme. The move comes following the completion of a feasibility study for the project. The winning firm will be required to provide financial, technical and legal consultancy services to prepare documents for the tender of the design, construction and operation of Phase One of the metro project. These transaction advisory services will include (but not be limited to) providing support to the ministry in the preparation of documents, tender, evaluation and appointment of the preferred bidder. The last date for submitting the bids is May 29, 2019.
The project is being implemented in four phases. In Phase One, two lines - running 30 km - will be constructed covering 20 stations.
Red Line - Corridor 1: The network will be implemented from Bahrain International Airpor to Seef Mall through 9 stations in this line, crossing through the diplomatic area. The total length of the corridor is 13km with 9 stations.
Blue Line - Corridor 2: The network will be implemented from Juffair to Isa Town, through 11 stations in this line. The total length of the corridor is 15.6km with 9 stations.
